At the ceremony Rose was awarded the ‘Citation of Valor,’ the highest award issued by this department and posthumously promoted to the rank of sergeant and head of the K9 Unit. Rose, 29, died one day after he was shot in the head a few blocks from the Wayne State University’s campus in Midtown Detroit after stopping a man on a bicycle.
